【摘要】:Thisstandardgivesguidanceonwritingthetechnicalspecificationfortheprocurementofprocessesandequipmentfortheremovalofnitrogenoxidesfromthefluegasofsteamgeneratingplantforuseinelectricitygeneratingstations(powerstations).ThisGuideforprocurementisnotapplicabletoequipmentforuseinthenuclearreactorplantareaofnuclearpowerstations.OtherpossibleapplicationsofsuchequipmenthavenotbeenconsideredinthepreparationofthisGuide.ThisGuidecovers:-SelectiveCatalyticandSelectiveNon-CatalyticReductionSystems(SCRandSNCR);-systemstomeetspecificfluegasnitrogenoxidedischargerequirements;-systemsapplyingdifferenttypesofammonia-basedsolutionsasreagent;-systemsapplyingureaorcompoundscontainingNHradicalsasareagent.TheequipmentcoveredbythisGuideisdefinedbyitsfunctionratherthandesigntype.Therefore,theguidancetothespecificationisstatedinperformancetermsratherthanbeingspecifiedbyadetaileddescriptionoftheequipmenttobesupplied.ThisGuideindicatestopotentialpurchasershowtheirspecificationshouldbepreparedsothat:-theequipmenttypeandcapacityinterfacescorrectlywithotherelementsofthesystems,particularlytheboilerplant;-predictedperformanceisachieved;-ancillaryequipmentisproperlysized;-reliability,availabilityandsafetyrequirementsareachieved;-properconsiderationisgiventotheevaluationprocessandthequalitymeasurestobeapplied.ThisGuidedoesnotdeterminethetypeofspecification(e.g.detailed,performance,functional)ortheextentofsupplyforanygivencontractwhichisnormallydecidedonthebasisofthepurchaser'sprojectstrategy.Itdoesnotcover:-anycommercial,contractualorlegalissueswhicharenormallyinseparatepartsofanenquiry;-anyallocationofresponsibilitieswhicharedeterminedbythecontract.ThisGuidedoesnotprescribethearrangementofthedocumentsintheenquiry.NOTE:AsacomprehensiveEuropeanenvironmentalpolicyisstillunderpreparation,thisGuidedoesnotaddresstheenvironmentalimplicationsoftheequipment.
